The Finance Committee considered SENATE JOINT RESOLUTION                       
NO. 21 Proposing amendments to the Constitution of the State of                
Alaska creating a special fund related to the use of federal mineral           
revenue sharing payments due the state from certain federal leases             
on the coastal plain of the Arctic National Wildlife Refuge.  Signing          
no recommendation:  Senators Halford, Frank, Cochairs, Senators
